With the continuous progress and development of high-tech,software development projects account for an important position in thenational economy. In many industries, software development projectscope change is especially frequent, and most software developmentprojects fail because of the scope of change not carefully controlled. Thescope of the projects management has an important influence on theirsuccess. The scope of the changes will lead to changes in project quality,time and cost.The research of my subject on the basis of access to the numerousChinese and foreign scope of the project management literature, startingfrom the characteristics of the software development project, describedthe importance of software development project scope change control.According to the combination of project quality, schedule and costmanagement, I establish software development project scope changecontrol system. Because of software development projects indicators'ambiguity, In order to achieve the purpose of the scope of the projectchange control, the subject of subjective and objective combination ofempowerment. The subjective weighting method is the Delphi Method,and the objective weighting method is Entropy Method. Finally, it is usedmulti-level fuzzy comprehensive evaluation model to comprehensiveevaluation. In order to improve the accuracy of the results, I useMATLAB to do the computing jobs. This method can get the projectscope changes causing the project quality, time and cost to bring the leveland value of risk. It is providing more accurate data supporting to theproject managers' decision-making, and to further enhance the successrate of projects.The subject is suitable for the implementation of major changesoccurred during the software development project. When managers tomake decisions, they should reference the research of this subject, and also need to combine their own experience of projects.
