Due to the Government's special status in social and economic life and also as policy formulation and implementation, government officials pursue their own interests, planning managers have great discretion, there also exists information asymmetric and objective function inconsistent between central and local government will inevitably lead to the inefficient management, government rent-seeking behavior and corruption, government failure occurs, giving planning implementation great uncertainty. Under the influence of the market and government, land use planning management pattern is facing enormous challenges. According to the requirements of research, collecting, sorting related literatures, with the necessary theoretical research support, this paper start from the allocation model of land resources and the essence of planning, its planned configuration and the market allocation model and the existing problem are systematically analysis. In market economy, the market mechanism has its own defects, often there will be market failure, land resources, as a special kind of commodity, cannot entirely depend on market forces, and need moderate government intervention. Land use planning formulated by the government is an effective means to correct market failure, but the government failure will also cause planning ineffectiveness. Only the government and the market better collaboration can reduce the negative impact of the market and government failure, and better respond to many uncertainties in the economic development process in future. This article also describes the factors of uncertainty in land use planning and management, and analyzes the uncertainty factors and the effects in each stage of land use planning management and its countermeasures.Based on the above analysis, the author trying to build the uncertainty-based land use planning management pattern, called "flexible-rolling-monitoring", and systematically elaborated its core content and implementation guarantee. In the mean while, the paper did some research on the implementation guarantee mechanism of "flexible-rolling-monitoring" pattern, it includes four kinds of implementation guarantee, market incentive mechanism, plan constraint mechanism, public participation mechanism and information feedback mechanism, which is an integral part. In the process of land use planning management, introducing the market incentive mechanism to manage land use indicators in order to enhance the ability response to the uncertainties, and introducing the plan constraint mechanism for the discretion of the Government in order to reduce corruption and government malfunction. Introducing the public participation and feedback mechanisms through the entire process of land use planning management to supervise the planning implementation, timely adjusted, thereby enhancing the authority, scientific and operational of land use planning.Finally, take Yancheng city as an example, carry out empirical research, the paper analyses the existing problems in the last round of planning implementation of Yancheng, and for possible uncertainty factors at different stages of land use planning management, using "flexible-rolling-monitoring" pattern, put forward the deal with uncertainty countermeasures and suggestions.
