The contradiction between the limitation of land area and the growth of land demand has led to thinking about the rational allocation of land resources.From the implementation of our country's three rounds of overall land use planning of,there is a common problem that is failure of planning decisions,in the implementation process planning deviation from reality,can not effectively guide the direction of land use.This is mainly due to the overall planning of land use are affected by many uncertain factors in the process of the preparation and implementation.In order to deal with the uncertainty of land use planning,some scholars put forward the idea of flexible planning.It is considered that the lack of resilience of land use planning in the process of planning implementation.The main reason is the lack of flexibility in the preparation of the planning,and it is difficult to make changes according to the external environment.In addition,some scholars put forward the rolling revision model of land use planning;the long-term planning is divided into a number of short-term planning.Through the realization of the short-term planning to promote the realization of the goal of long-term planning.The influence of uncertain factors on the planning happens on the process of land use planning.Strengthen the overall planning of land use is able to reduce the probability of uncertainty problems,but,how to deal with the problem of the uncertainty of land use planning during its execution.The relevant literature has not made an in-depth and operable discussion on this issue.In order to strengthen the resilience of the overall planning of land use in the process of implementation.In this paper,the overall planning of land use in Rongchang District of Chongqing(2006-2020)is taken as a case.By analyzing the implementation and adjustment of land use planning in the study area,clarifying the influence of uncertainty factors on land use planning.The dynamic adjustment model of land use planning was constructed.Based on the ArcGIS platform,the corresponding auxiliary operating system is designed,and its scientificity and validity are verified.The main conclusions of this study include the following three points:(1)Limited control of planning,planning adjustment and modification frequently.Taking Rongchang District of Chongqing as an example,With GIS spatial analysis function,the spatial coherence model was used to evaluate the overall land use planning in Rongchang District.The study found that the overall planning of land use in Rongchang(2006-2020)from the planning to the completion of 2015,has been implemented for 5 years;The total amount of cultivated land in Rongchang area has been effectively guaranteed,and the scale of urban land has been effectively controlled,however,its control is still limited;During the period of planning compilation,the rural residents' land withdrawal is not enough,the lack of the uncertainty of the planning implementation process,which led to the planning of rural residents in the guidance of the exit point seems inadequate and slow progress.The average annual exit of 116.67hm~2,and the overall land use planning in Rongchang District,the average annual withdrawal of rural residential area of 309.52 hm~2 there is a big gap.Secondly,with the help of GIS spatial analysis function,based on the spatial correspondence model,this paper analyzed the land use planning and land use change data in 2013-2015 District of Rongchang.The results showed that there was a high degree of agreement between the two.Therefore,it can be concluded that the adjustment of land use planning can effectively reduce the gap between planning and reality,and also can alleviate the uncertainty caused by the overall planning of land use.However,the study also found that the adjustment of land use planning is frequent disorder.Rongchang District adjusted 32 times during 2013-2015,the scale is different,the minimum size of the scale of land use adjustment of 0.03 hm~2,the maximum size of the scale of land can be adjusted to reach 1245.75 hm~2;the adjustment timing is uncertain.These problems will affect the seriousness and authority of land use planning.(2)The dynamic adjustment model of land use planning was constructed.The adjustment of general land use planning is the need of planning and management,which can effectively deal with the sudden problems in the process of land use planning.But in reality,the frequent adjustment and disorderly adjustment of planning seriously affect the seriousness and authority of land use planning.In order to make planning and adjustment to better serve the overall land use planning.From the two aspects of "reducing frequency" and "sequencing",the dynamic adjustment model of land use planning is designed and constructed.The dynamic adjustment model of land use planning is divided into shorter periods.Through the strict planning evaluation,referring to the actual situation of the region,the planning and adjustment of the global coverage,so that the planning really play a role in the actual control and control.On the one hand,the dynamic adjustment model of land use planning can effectively reduce the frequent adjustment of planning,and defend the seriousness and authority of land use planning.On the other hand,the long-term planning can be decomposed into a phased goal,which can effectively deal with the uncertainty of land use planning in the implementation process.The uncertainty of land use planning is still a problem in planning forecast.It is difficult to predict the long-term future land use,but for a short-term land use situation can be determined.(3)The dynamic adjustment assistant system of land use planning is designed and constructed.Reality and real-time land use in the process of implementation of the overall plan directly affects its guiding role in the implementation process,the change in the adjustment process.In order to ensure the timely and real-time planning,planning database fast and efficient update is necessary.With the help of the GIS function and the Python programming language,the integrated database assisted updating system is designed for the dynamic adjustment of land use planning.This system can meet the practical requirements of planning adjustment and modification,and has the characteristics of high precision,high efficiency and high stability in the process of updating the database.It is more important is that the system adopts integrated design,a simplified planning update operation in the process of adjustment,reduce the mistake of operation,effectively reduce the uncertainty of planning through to regulate the planning technology.In summary,the overall planning of land use in the implementation of the planning and reality of the deviation is inevitable.In order to solve the problem of planning uncertainty,it is an effective way to adjust the overall land use planning.However,in reality,the frequency and disorder of land use planning adjustment have seriously affected the authority and seriousness of land use planning.The dynamic adjustment model of land use planning can effectively reduce the adjustment of frequent disorder,And then defend the seriousness and authority of the overall land use planning.The overall planning of land use planning will be a long-term goal of the decomposition of short-term goals,planning in the implementation process through the realization of small goals to ensure the direction of land use.According to the research of land use planning practical needs,with the aid of computer voice,design and construct the overall planning of land use dynamic adjustment assistance system is on the dynamic adjustment model of support by using the auxiliary system to ensure planning database during the update of the current and real time.
