Study On The Land Sustainable Utilization Assessment Of The Development Zone Of The City Of Backwardness In Jiangsu Province

As a special area that develops the industry firstly and promotes the urbanization, the development zones play a very important role in promoting to harmonious development of the region's economic and social. For the city that the economic, social and cultural aspects still lag behind the advanced regions, the land of development zone, which is the most basic and important resource to promote regional economic development, has many problems in its sustainable use. On the one hand, with the development zone as the regional economic growth pole, the city of backwardness introduced a large number of various enterprises in the zone, which result a phenomenon that there was no industry but enterprise, can't strictly in accordance with the land use planning, and with a less intensive land use. On the other hand, because there are less effective and technology-intensive enterprises, the development zone in the city of backwardness began residential, commercial and other land use type, which lead to confusion in land structure zone. In addition, the market-oriented of the development zone of the city of backwardness is low, which lead to the loss of the national economic interests to a certain extent.There are 123 zones in Jiangsu province,55 in sunan area,26 in suzhong area,42 in subei area. In the present land use conditions, whether the zone of the city of backwardness can bring sustained economic growth or not, achieve the land sustainable utilization and economic sustainable growth, this is a question to explore. Therefore, the research of land sustainable utilization of the city of backwardness in the developing process of industrial park has a far-reaching significance.This paper researches the land sustainable utilization of the development zone of the city of backwardness in Jiangsu province, mainly from the perspective of the land sustainable utilization assessment. Basing on the theory of system, regional economy increase pole and sustainable land recourse use, do a comparative analysis of Pizhou economic and technological development zone which in the city of backwardness with the wujin economic development zone which in the city of start. On the basis of qualitative analysis, with the land sustainable utilization system, functions and principles of evaluation index system, selecting the land sustainable utilization evaluation indexes which for the development zone of the city of backwardness, and with the case of Pizhou economic and technological development zone, combination the Fuzzy comprehensive evaluation method with AHP method, quantitative evaluate the level of the land sustainable utilization of the development zone. Through the analysis of the results, this paper put forwards some suggestion to better the land sustainable utilization of the development zone of the city of backwardness.
