Research On The Construction Of Development Zone Public Project Virtual League Model In LNH City

In our country, many small and medium-sized cities make development zone construction as an important strategy to seek new economic growth, and to strengthen attracting investment and to promote economic development, the funds for the construction of public project in the zone are up to billions of Yuan. However, the management pattern that these cities adopt fails to fulfill the construction of development zone public projects with the characteristics of huge investment scale, content diversity and numerous participators. Firstly, the consigner's project management capability is not strong, tasks are miscellaneous, and they have no time to supervise the behaviors of project agents, and project's one-off promotes project agents to take opportunism behaviors for short-term profit. Secondly, the government fails to implement unified management for the development zone public project, and each the development zone fights his own battle in the construction of public projects, lacking for knowledge sharing and management experience accumulation, causing huge waste of resources.This paper analyzes public project management from system, uses the dissipative structure theory to research on the innovation mechanism of the development zone public project management pattern, namely reduce total entropy of the system. Thus construct the virtual alliance to change the one-time game relation between project parties, realize resources integration, information sharing, long-term cooperation and win-win. Guided by certain ideologies and principles, construct the organization structure model of virtual alliance; Set project total control center comprised of industry experts to provide the information management service and decision support for champion module, which is an effective shortcut to introduce negative entropy from outside the system. Combine the TOPSIS with the linear programming method to implement selection of cooperation partners and optimized combination, make whole project construction team to achieve optimal rather than pursue a single business partner optimal; Make full use of the information network technology to set up information support platform for the formation of virtual league and its effective operation. Put forward three aspects of guarantee mechanisms of trust, evaluation, incentive and restraint for virtual league operation. Research on the operational management process of main construction phases of development zone public projects under the virtual alliance mode, it has important instruction meaning for the theory to be used in practice.
