Research On The Project Management Of The Public Service Platform Construction Of Rural Social Security In Heilongjiang Province

In recent years,with th e new rura l social endowment insurance sy stem and urban residents' social endowm ent insurance system unified as basic old-age insurance for urban and rura l residents,rural social security services demand increased significantly.Because the cust omers of the basic old-age insurance services for urban and rural residents ar e numerous,and in the history Heilongjiang province has never established a standardized social security public service platform at the township level,in the process of policy i mplementation,the rural social security construction of public service platform has brought tremendous pressure for county and township local governm ents.How to use the financial and hum an resources of the local government in the lim it time and build social se curity public service platform in the country with the similar standardization of rural areas is big problem of local government which needs to focus and crack.Because each township rural social se curity construction of public service platform has both sim ilarity and diffe rence,and with tem porary and unique characteristics,so his paper will study how to apply the recent project m anagement methods with attention from all walks of lif e to rural social security construction of public service platform,to eliminate the interference of administrative system and administrative rank,using project m anagement tools the pursuit of higher construction quality and more efficient resource utilization and shorter construction time.We combine project background and literature analysis in this paper,as well as summarization of rural social secu rity service platform construction and current issues in Heilongjiang province,and put forward some concrete problems need to be solved,ensure the ne cessity of the construction of rural social sec urity service platform,demonstrate feasibility of projec t management in the project,and propose how to solve the project constraints m anagement of the im plementation of the strategy from the perspective of implementation strategy.In the process of research,on the basis of the characteristics of government administration and project management theory,we choose three key sides including project organization,project plan and project control,utiliz ing task decom position,program evaluation and project management technology to de sign the specific m anagement model and verify the feasibility of the case.This paper attempts to apply project management theory to a number of specific projects government departments involved in from he perspective of project management,brings in scientific and st andardized management measures,and put forward the concrete schem e of projec t organization,schedule,quality and cost management.We solve the concrete problem s existing in the original management mode,and promote that the departments can make complex relations become simple,actual and stream lining.In fact it is th e change and innovation of adm inistrative management mode fundamentally,and to a certain extent also pro ves that th e innovation,effectiveness and feasibility of the application of project management in government projects,to provide a useful reference for future sim ilar project management.Under the background of current governm ent encourage and prom ote to apply project management techniques and m ethods in the specific work,the research and analysis of this pap er is to adap t to im prove level and quality of adm inistrative management,and has certain research value and promotion significance.
