With a rapid development of global economy, enterprises are seeking to diversify development and the competition between enterprises is increasingly fierce. The product R&D is the source of enterprise core competitiveness to make the enterprise withstand the competition and growth healthily. But the R&D project has a lot of uncertainty, so it is often accompanied with high cost, low success rate or longer timing, etc. In order to reduce or avoid the risk of R&D project and improve the success rate and efficiency, the enterprise must improve the management of R&D projects. The project management for series product R&D actually is multi-project management. The purpose is to coordinate several similar products' development, realize the optimum utilization of the limited resources, and improve the efficiency and competitiveness of enterprises.When running multiple projects, the resource will be sharing and conflict between projects. So it needs to balance and allocate resources to achieve multi-project management. But normally many projects are in the context of resource constraints, and the enterprise can't make a good balance of project resource, this makes a lot of product R&D projects cost overruns, project delay, and customer dissatisfaction.This article monetized all the resources of product R&D project(including manpower, money, material), and unified them into project cost, and using the project cost as project control parameters, utilize the project cost to optimize and balance project resources. This simplifies the project control parameters. Utilized earned value curve to monitor the project schedule, then take actions to adjust the project schedule base on the evaluation of earned value, so as to realize multi-project planning and control.Through this research, this paper puts forward a cost calculation method for all resource of multi-project, and set up a resource balance and earned value evaluation model of schedule control for multi-project. Providing experience and reference for the project schedule plan and control in multi-project environment.
