In recent years, the vegetable's safety problem has been being valued by the whole communities, after the occurrences of the affairs, such as "Melamine" and "Sudan Hong"...etc, in accordance with which, the government set out some laws, orders, political measures to enlarge the examination of agricultural product, so the peasant's safe production and the safety of food get certain assurance. But "the poison Jiang bean affairs in Hainan,2010" aroused people's attention and concern to the safety of vegetable quality again. The frequent occurrence of the food and agriculture products safety affairs indicates that the construction of our country's food safety standard, food safety examination and food safety inspect system still exist large deficiency. The peasants act as an important part of the whole agriculture industry chain, have a great effect to the safety production of agricultural product. On the basis of various research on133 vegetable peasants in Gaochun, this article has explored the influence that the current production of farmer management behavior's inside and outside encouragement and control factor has on the peasants'safe production, combined with a series of theories, such as the agriculture industry chain theory, risk management theory, peasant household economic behavior theory and the plan and behave theory, and from the point of the encouragement and control mechanism of the whole vegetable industry. So that some targeted political suggestion and improvement measurement can be put forward. According to the result of Binary regression coefficient, these factors have great effect in the safe production of the peasants, such as peasant's accrual expect of safety productions, the political financing Insurance to vegetable agriculture, the bonus given by some financing institutions,such as banks, to the peasant households, vegetables'safety examination, the share of the communities'surplus, the peasant household's self-defense of moral risk, purchasing with protection price. The analysis results suggest that, under the current circumstance, such factors like professional standard, technical training, the governmental rules and regulations and industrial organizations have a very limited influence on the improvement of the peasants safe production level. So these encouragements and effect bindings are not enough to raise peasants'attention to safe production. The main reason is that, currently the vegetable's price is rising steadily, and the market still have a great demand to vegetables, in this relative sellers'market many peasants excessively think greatly of planting risk, and plus some factors of the incorrect carrying-out of profession standard, the limited strength of government's management and punishment, the shortage of the binding force in industrial organizations cause peasants to take medicine unsafely and illegally. The current training methods also have certain problems, according to the survey, there are more training to the peasants in the counties and towns, but the trainings are aimless, and not combined with age level, different educational background and knowledge background, so influenced the training effect badly. According to the result of research, in order to strengthen and regulate peasants'awareness and behavior of safe production, the writer thinks we should commence from a few aspects as follows:The first is to promote vegetable production and management standardization, the development of specific safety evaluation index, improved the safety of vegetables detection system;The second is to give full play to the functions of professional cooperatives, the cooperative surplus in order to encourage members produce pollution-free vegetables;Third, no increase pollution technology and the promotion of vegetables, through financial, marketing, contracts, articles of association binding means to bind farmers produce unsafe behavior;The fourth is to strengthen technical training for farmers, for different age groups, education level of farmers were trained in security;The fifth is the Government should use various media to enhance safety propaganda, through the implementation of vegetables insurance, increase farmers capacity to resist risks vegetable;The sixth is to strengthen government regulation, leaving no detection of illegal or irregular party to strictly enforce the law, the implementation of punishment.
