Human resource is one of important factors affecting social and economical development in the world. In this paper, the characteristics of rural human resource in Wenzhou was analyzed based on relative theories of human resource and labor economics using some research methods including literature searching, investigation and comparison. Specially, the study focused on the development of rural young human resource. Furthermore, the exploitation ways and strategies of rural young human resource were proposed. The main research results are as following:Firstly, the quantity of rural human resource in Wenzhou was abundant. However, the comprehensive quality of human resource was low due to the lacking awareness of human resource development, insufficient investment in human resource, and had no measures to develop efficiently. Moreover, short average schooling age, lack of high level talents, shortage of practical technicians unreasonable rural talent structure and rural young talents loss were existed, which would still at some extent restrict the revolution of Wenzhou industrialization, urbanization and new countryside construction, delay the development of economy and society between urban and rural areas.Secondly, localizable transfer of rural labor was the important content of rural human resource exploitation in Wenzhou. The main transfer field for young pepole was the primary industry. Moreover, even in the second and tertiary industries their jobs concentrated on low technology requirement. The rural labor transferred to the outside was mainly in the professions of low labor payment and poor work conditions which significantly affect further farmers' income increasing and the exploitation of rural human resource.Therefore, currently the developments of Wenzhou rural young human resource are mainly in the four aspects:the culture of rural practical and leading talents, impel the process of urbanization, and develop according to the local conditions. Specifically, it is important to establish the educational system of rural young human resource, increase professional quality and technical levels of agricultural high technological young talents, reinforce the development of agricultural social grantee system, and build up agencies of labor market and so on. Finally, to develop the rural young human resource step by step progress and steadily.
