Research On The Industry Innovation Efficiency Of Shanxi Province In The Economic Restructuring

During 30 years' implementation of the reform and opening-up policy, China shows remarkable economic growth. However, the shock of international financial crisis in 2008 exposed the defects and unsustainability of China's economic growth model, including "three high and one low" (high investment, high energy consumption, high pollution, and low profits) and the excessive dependence on the export growth. Shanxi Province, as an important resource and energy basis in China, is particularly serious. The only way economy to develop soundly and rapidly is increasing the self-innovation, accelerating the transformation of economic development model and industrial restructuring, turning into the innovation-driven endogenous growth pattern. In particular, the State Council approved to establish the comprehensive reform pilot area for national resources and economic transition in Shanxi Province in December of 2010, make the Shanxi Province's economic transition and structural adjustment be the representative and exemplary meaning of China's resources' economic transition. Based on these, this thesis taking the industries in Shanxi Province as the sample, study on the differences and dynamic of the industries' innovation efficiency and make a comparative analysis with others in China.On the basis of analyzing domestic and foreign scholars' view on the concept definition and related literature review of innovation and technical efficiency etc, the thesis takes the panel data of eight industries in Shanxi from 2004 to 2008 years as the sample, and using DEA and SFA methods to test the innovation efficiency of industries. According to the document of industry restructuring and revitalization planning published by Shanxi provincial government, the thesis attributes eight major industries into two categories involving traditional industry and emerging industry, and makes a specific and deep research from the short-term and long-term perspectives.This thesis first basically analyzes the profile innovation input and output level of Shanxi Province and entire country, and found that innovation input growth rate and innovation output growth rate in Shanxi Province are much higher than the national average, but more volatile, and the general level of innovation input-output is far below than the national average. It indicates that there lack of a perfect long-term mechanism on innovation activities in Shanxi. On this basis, the paper further analyzes the innovation efficiency of eight major industries and its trends in Shanxi Province. The result shows that during the period from 2004 to 2008, the overall innovation efficiency of industries in Shanxi Province is increasing year by year, and the short-term innovation efficiency is significantly higher than the long-term innovation efficiency. Meanwhile, no matter in short-term or long-term, innovation efficiency of new industries is higher than traditional industries. The comparison with the national corresponding industries shows that the overall innovation efficiency of industries in Shanxi is below the national average. The result indicates that Shanxi do not play due advantage in the national industrial operation, and it is imminent that using independent innovation to promote economic development pattern transforming from resource-dependent to innovation-driven.
