Chongqing Comprehensive Evaluation Of The Development Of Recycling Economy And Comparative Studies

As a new model of economic development and an advanced environmentalprotection concept, Circular economy is not only an important way to solve theincreasingly serious environmental pollution and increasingly pressing shortage ofresources problems , but also the strategic choice to realize the health, coordinated andsustainable development of the regional economy. With the problems of theenvironment and resources growing vigorously to develop the circular economyvigorously is not only a necessary requirement to the sustainable economic developmentof Chongqing, but also an important measure to realize the targets that make ChongqingProsperous and building Chongqing as "Yangtze River Economic Center".Evaluating the specific implementation of Chongqing circular economy combinedwith the related theory to the circular economy plays an important role to grasp thedevelopment trend and problems on recycling economy of Chongqing timely andaccurately. Besides, it is good for accelerating the pace of development andimplementation process of the recycling economy in Chongqing. So there is greattheoretical and practical value to make Comprehensive Evaluation and Comparisonstudies of the development of recycling economy in Chongqing.This paper aims to make comprehensive evaluation and comparative analysis onthe level of circular economy in Chongqing during the period 2005 to 2009 through thecomprehensive evaluation index system and comprehensive evaluation model.. Besides,qualitative analysis and quantitative analysis, theoretical and empirical studies andhorizontal and vertical analysis are used at the same time to explore the development ofcircular economy, and the existed gaps between Chongqing and the developed areas,and the main problems in Chongqing. At last ,the author gives recommendations toaccelerate the development of circular economy in Chongqing.This paper reviews and gives comments on the research on circular economydomestic and abroad and summarizes research status and deficiencies of the research ofcircular economy. This paper establishes a comprehensive evaluation index system witha set of the five sub-systems (resource consumption, resource production, resourceutilization, waste disposal) and 15 specific indicators which based on thecomprehensive evaluation index system of regional recycling economy developmentwhich was promulgated by the National Development and Reform Commission. The author uses deviation method, entropy method, and "addition" integratedmethod to determine the weight coefficient index of the indicators and uses"standardized" approach, the method and linear weighted evaluation model of circulareconomy to make a comprehensive empirical evaluation and comparative analysis ofvertical and horizontal comparison with the data of Chongqing, Beijing, Shanghai andTianjin during the period 2005 to 2009. The results show that: overall development ofrecycling economy in Chongqing is in good shape, but there are still obvious gapscompared to Beijing, Shanghai and Tianjin. The author puts forward suggestions toaccelerate the development of circular economy in Chongqing that are as scientificinformation for accelerating the pace of development and implementation processes ofcircular economy in Chongqing.
