Study On Management Mode Of The Government Investment Projects Of Qingdao Shibei District

Government investment project is a new concept which has appeared in ourcountry’s reform and opening up. It generally refers tothe invested project which makesuse of fiscal fund or takes the fiscal fund as the source of repayment or guarantee of therepayment with the purpose of adapting to or promoting the development of the nationaleconomy or the regional economy. Government investment project is an importantmeans for the government to fulfill the government functions as well as an importantguarantee and means to improve the nationallife quality. The government investmentproject occupies a pivotal position in the economic life of the whole society. Its successor failure is closely related to the vital interests of each person, so it has a greatsignificance to make a good government investment project management. The countries,no matter developed or developing, are exploring and researching on the improvementand perfection of the management modes and implementation approaches to effectivelymanage the government investment projects.This thesis begins with a review of the definition, classification, main features,project management modes and other relevant theoretical knowledge of the governmentinvestment projects. Then it makes a simple analysis of the management status andexisting problems of domestic government investment projects, and it also brieflydiscusses some government investment projects management modes in Westerndeveloped countries and regions.Basingon the actual working situation and through thecase analysis of the management status and particular projects among the governmentinvestment projects of Shibei district, I have simply summed up the existing problemsof Shibei district government investment project management mainly in the followingfour aspects: lack of basis for scientific decision, the procedure management ofconstruction management not strict enough, low efficiency of project management,construction agent system not perfect, the insufficient supervision of governmentinvestment projects and so on. Through the analysis, the root causes for these problemsare considered to be the lack of public supervision; the insufficient publicity of government investment project information; the lack of incentive and restraintmechanisms, insufficient awareness of construction agent system and the integration ofconstruction and management. Finally, through a comparison with the management ofdeveloped countries and regions, the thesis puts forward the countermeasures andsuggestions applicable to the situations of Shibei district. The specific ideas are asfollows: improve the construction of the decision-making system of governmentinvestment projects; establish and perfect the rational organizing and implementingprocedures of the government investment projects; establish and perfect themanagement mechanism of construction agent system; advance the healthy and steadydevelopment of construction agent system; enforce the disclosure of the information ofgovernment investment projects; establish a professional evaluation agency ofgovernment investment projects, and improve the supervision and evaluationmechanisms. These countermeasures and suggestions can provide a reference to Shibeidistrict government and relevant departments for further reforms, ensuring thedemocratic and scientific nature of the decision-making of government investmentprojects, ensuring the efficient management of government investment projects,maintaining the construction order of government investment projects, preventing theoccurrence of corruptions, promoting the city ’s economic further development,improving the competitiveness of city, making the government investment project abetter service for the rapidly-developing national economy.
