Research On The National Innovation Capacity Of China And International Comparison

With the rapid development of economic globalization and international competition, national innovation capacity has become to be decisive factor of enhancing competitiveness for countries all over the world. Confronting this condition, governments actively conduct construction of national innovation to enhance their innovation capability, presenting a fierce competition situation. This requires us to establish a scientific national innovation capability evaluation index system to evaluate and compare the innovative ability of different countries, which provides a basis for them to improve the innovation capacity.In this paper, theories related to national innovation capacity as well as the existing national innovation capability evaluation index system were reviewed firstly. And then index system that evaluates national innovation capacity from three aspects—innovation performance, system support and innovation environment—is built up. The author collected a large amount of data to evaluate national innovation capacity of 22 countries by employing the gray correlation analysis method. After that the national innovation capacity of China was compared with that of developed countries and developing countries with the result that the national innovation capacity of china lags behind that of developed countries while in the mid to upper level in developing countries. At last, suggestions ware propounded to improve national innovation capacity of China.
