The Research Of Evaluating The Home Appliances Going To The Countryside Policy Implementing Effect Of Hunan Province

By the world financial crisis, in order to stimulate domestic demand and to renew a moribund enterprise, our country put forward a new policy called Home Appliances Going to the Countryside Policy. The most important aim is to improve the peasants'living standards. Hunan province which is the earliest province implements this policy for few years. This policy plays a key role in expanding domestic demand and in promoting rural consumption. It has played a considerable part in practice, but also expose at the same time gave a few issues. This paper researched the evaluation of Home Appliances Going to the Countryside Policy implementing effect of Hunan province by field survey. Surveys show the constraint. Some suggestive opinions and measures regarding some existing problems are proposed.Take five areas in Hunan province to be the survey area, and the 240 sending questionnaires, totally 200 questionnaires were retrieved. Simply statistic analysis the basic condition of respondents, the key point is to know the reason of the peasants wants to buy them or not, the element which affects farmer purchasing power and how does the peasants evaluate this policy. According to the result of the investigation, the writer analyzes the cause and gives some suggestions. This paper presents main conclusions and achievements as follows.Firstly, to study theoretically about Home Appliances Going to the Countryside Policy in the paper. Analyses basic key elements and summarized something about the public policy implementing effect. Then briefly introduce the economic effect, theoretical innovation and negative effect & positive effects.Secondly, to analysis the result based on the questionnaires collected. The result shows that this policy runs good in Hunan province. From the data display on and the evaluation, it has made gratifying achievements, but it defeats its own purpose. And the author finds some constraints.Finally, base on the sample and theory research, it gave some suggestions to improve the effect about implementing in Hunan Province.
