Evaluation On Effects Of The Policy-Home Appliances Going To The Countryside

【Abstract】With the growth of China's home appliance manufacturing industry in theinternational market, we are more and more dependent on exports. Affected by the globalfinancial crisis, overseas markets cut down much of its demand, China's home appliancesindustry, which relied on export inevitably slumped in the sales of winter. Aimed at this, homeappliances to the countryside policy emerged as the times require with purpose of " opening upthe rural home appliances market, and pulling up inner demand" also. In December2007, Chinachose Shandong, Henan, Sichuan, and Qingdao as the pilot, but only subsided for designatedbrands and models of TV sets, refrigerators (including freezers), and mobile phones, with13%subsidy rate. Since2009, the policy was promoted to the whole country, radiated the country's31provinces, municipalities, autonomous regions, and product variety from the first three categoriesto ten categories. The policy can be said to be one of the rescue measures taken by the governmentto response to the financial crisis, and since implemented throughout the country more than twoyears, it has made a significant social impact and a huge economic stimulation, but also resulted inmany negative impact. With the expansion and speeding of the policy, some problems are exposed.According to the statistics of the appliances to the countryside information system, the saleroom ismonthly declining, the effect is gradually weakening, if no measurement to be taken, it will affectits smoothly process and realization of expected effects. In this case, we must reflect on theproblems of appliances to the countryside policies, combine with the consumption level of China'srural areas, and effectively improve our policy, to making the "home appliances to the countryside" reach dynamic equilibrium not only in dynamic characteristic and stability, self-interest andpublic welfare but also in enlargement of the right and control right.This paper introduces the background,relevant understanding, and implementation meaning ofhome appliances to the countryside policy, as well as the situation of the policy implementationsince2009, analysis of the overall implementation of the national policy. And comprehensiveevaluate the active and negative effects of the home appliances to the countryside policy frommeaning of the policy establishment, situation of the policy implementation, effect of the policyimplementation, also combined with China's rural consumption and economic developmentsituation. Finally to provide suggestion to the implementation mechanism promotion, farmerincome increasing, infrastructure construction improvement, social security system perfection, andso on that aimed at the problems in the policy implementation, hope to promote China homeappliances to the countryside policy consummation.
