Comprehensive Benefit Evaluation Of Mianxian Land Consolidation Project

With the rapid economic growth,the rapid increase of population and the acceleration of the process of agriculture,urbanization,industrialization and modernization in China,it is inevitable that cultivated land will be reduced,the scale of constructio n land will expand rapidly,and the coordination between agricultural land and construction land will be difficult.The contradiction between human and land is becoming increasingly acute.Land resources are facing increasing pressure and a series of stringent phenomena.The serious problem seriously endangers rural social stability and national food security.Therefore,land consolidation is facing enormous challenges,and it is very important to ensure cultivated land?s quantity and quality.Through the comprehensive and scientific comprehensive evaluation of the comprehensive benefits of land consolidation,we can coordinate the land consolidation projects benefits,improve the decision-making and scientific nature of follow-up projects,and ensure the orderly conduct of land consolidation work and the sustainable development of land consolidation comprehensive benefits.Therefore,it is necessary to vigorously carry out and promote the comprehensive benefit evaluation of land consolidation.Firstly,by referring to the references,this paper extracts the evaluation indexes with high frequency,such as unit area investment,new cultivated land rate and land reclamation rate added value.Then,taking Mianxian County of Hanzhong City in Shaanxi Province as the research area,this paper evaluates the comprehensive benefit of the project by using the method of fuzzy comprehensive evaluation,and finally determines the evaluation index according to the actual situation of the local land consolidation project.System.The evaluation index system is divided into three criterion layers: economic benefit B1,social benefit B2 and ecological benefit B3.Seventeen target layers are selected from these three layers.They are investment C1 per unit area,new cultivated land area C2 per unit investment,increase rate C3 of grain yield per unit area,increase rate of annual output value per unit area C4,increase rate C5 of per capita income of farmers and high standard base.Increase rate of farmland area C6,land use rate C7,increase rate of new cultivated land C8,increase rate of available cultivated land C9,increase rate of employment C10,intensive use of rural construction land C11,increase value of land reclamation rate C12,increase rate of green plant cover C13,increase rate of forest land cover C14,decrease rate of soil erosion area C15,biological abundance index C16,increase of per capita green land area C17 and so on.Then,the weight of each index of criterion level and target level in the index system is determined by using the analytic hierarchy process(AHP).Finally,the economic,social,ecological and comprehensive benefits of Mianxian land consolidation project are evaluated by fuzzy comprehensive evaluation.The final evaluation results are as follows: before and after the implementation of Mianxian land consolidation project,the economic benefit evaluation grade has been upgraded from "C+" poor grade to "B+" good grade,which has been upgraded to two levels compared with the grade;the social benefit evaluation grade has been upgraded from "C" poor grade to "B+" good grade,which has been upgraded to three levels compared with the grade;and the ecological benefit evaluation grade has been upgraded from "C+" poor grade to "B+" good grade,etc.Compared with grade,the grade of comprehensive benefit evaluation is raised to two levels,and the grade of comprehensive benefit evaluation is raised from "C" difference grade to "B+" good grade.Compared with grade three,the change of overall benefit before and after is significant.It shows that the implementation of the land consolidation project has achieved the desired results,and the economic,social and ecologic al benefits have produced positive benefits.Based on the unification of economic,social and ecological benefits,it conforms to the original planning plan and satisfies the purpose of the land consolidation.The preliminary results of Mianxian land conso lidation project are good,and it also verifies that the evaluation model is reasonable and feasible for Mianxian land consolidation project.Based on the empirical study of the land management project in Yuxian County,this paper puts forward some suggestions from the legal,economic,social and ecological aspects that can improve the comprehensive benefits to a certain extent: improving the relevant legal system of Land Management;To establish a diversified investment mechanism for economic benefits;Encouraging public participation in social benefits;We will promote ecological civilization with ecological benefits.
