Human resources is of major strategic significance for an enterprise to hold its place in the cut-throat competition where the focal point has transferred away from material capital to human capital. As a result, mangers have been putting more and more emphasis on this aspect. With a successful HR cost control, a company can not only streamline its operating cost, improve efficiency, but also realize a sustained development. So it is not impossible to imagine that a lack of awareness and scientific theories would pose serious problems to a company and thus hinder its further development. With all of this beared in mind, it is thus of great significance to learn about how to rationalize the management and internal regulation of Human Resources.Set off against the current situation in the Municipal Post Bureau of Weihai, from the aspects of its practices in HR management, this paper tries to analyse its problems and causes from actual cases with the help of exemplary study method and related theories, in an attempt to come up with the right measures in improving HR cost control.This paper is divided into six chapters:Chapter one introduces the background information, about the reasons why I chose this subject and its significance; about the literature review; and about how I set about this paper, its trail of thought, methodology, framework and major breakthroughs.Chapter two describes the related theories in Human Resources management and Human Resource cost control, in an attempt to lay a theoretical foundation.Chapter three introduces the current situation of the Municipal Post Bureau of Weihai, its history, business components, goals, and structure mix, so as to find the internal and external factors effecting the HR cost, and come up with a solution.Chapter four is about the Human resource cost component, and reasons of foramtion in this regard. By introduces the current situation, statistics and actual cases, it explains the causes of problems faced by the Bureau so as to come up with the right solution.Chapter five proposes several measures to improve the Bureau's Human Resources cost control. It tries to enact a stricter budget management and adopt a more scientific cost component adjustment for the overall improvement of the current situation, while, when it comes to details, it set out a comprehensive plan in employee recruitment, exploration, allocation, insurance, and admission to that effect.Chapter six draws a conclusion of the paper, illuminates the shortcomings and pledges to do a better job in the near future.
