PPP projects are a kind of cooperation between public and private partners, which aim to provide infrastructure and service to the public and at the same time to achieve each partner's own goals. It has been popular for long, but China has little experience of it because of developing condition of its own. Every country has its own characteristics and China has provided a lot to do rearch on.This paper focuses on the risk factors in PPP infrastructure projects. Based on large volume of reading, this research employed two-steps questionnaire suvey and factor analysis to make clear the risk system of PPP projects in China and come up with a risk model, which included 20 key risk factors and 5 key risk indicators called Construction and operation risk indicator, Maturity of the government risk indicator, Communication and cooperation risk indicator, Macroeconomic risk indicator and System defect risk indicator.We chose the viewpoint of different stakeholders and project types to analyse the differences in risk factors. By using SPSS software, we found there are significant differences between two key stakeholders. The public department pays more attention to the construction and operation risk factor, especially the cost. The private department finds the severest risk is the maturity of the government and they pays more attention to communication and cooperation risk. Defferent types of projects have different emphasis on risk. There are four types which are studied in this paper.At last, we use fuzzy entropy method to comprehensively assess the risk of PPP infrastructure in China and give each key risk facter its weight.
