Energy is an essential material base for the social development. Energy consumption not only influences the natural environment where people live and develop but concerns the sustainable development of economic society. Energy conservation is a long-term strategic principle for the economic and social development in Qingdao and also a very urgent task for the time being. How to increase energy utilization ratio, intensify the energy-saving and consumption-reducing and relieve energy constraint conflict and environment pressure has become the issue which shall be attached great importance by the government.After the analysis and research on all varieties of energy data over the years in Qingdao city, the paper will apply IPAT model and structure analysis method to set up a factor contribution model, analyze the factor contribution of energy consumption from the two perspectives of "population, economy and technology" and "industrial structure" combine the requirements on the "12th Five-year Plan" of Qingdao to make scene predicting in order to provide reference for the implementation and modification of energy-saving and emission-reducing policy in Qingdao city and finally reach the following conclusions:(1)Among the factors which influence the energy consumption in Qingdao, the rapid increase of economy is the primary factor; the improvement of technology takes the second place, that is to say, the improvement of energy utilization efficiency plays a positive role for saving the resources in Qingdao city; the increase of population, to some extent, contributes to the increase of energy-consumption in Qingdao city.(2)Since 2000, although the energy utilization efficiency in Qingdao city has been improved step by step which leads to the reduction of the industrial energy intensity, it tends to develop towards high consumption due to the change of industrial structure and results in the current situation of "energy-saving in efficiency but energy-consumption in structure" in Qingdao.(3)While we pay attention to the improvement of energy utilization efficiency, we shall not ignore the role of reducing energy intensity during the industrial restructuring and the promotion of "energy-saving in structure" shall become one of the key tasks for the future's energy-saving and consumption-reducing.(4)According to the prospective development planning of Qingdao city, within the next five years, the GDP average annual growth rate to reach 11% and GDP annual energy-consumption per unit to reduce 4% is the relative scientific development mode. In this way, it will ensure the steady growth of economy and reduce the burden of economic development to resource environment to the best of our capacity.(5) It's imperative to implement energy-saving and emission-reducing strategy. As a coastal tourism city, the environment bearing capacity of Qingdao city is extremely limited so the conservation and utilization of resources is an important factor to restrain the future development of Qingdao city.
