A Strategical Study On The Development Of The Floriculture Of Qingzhou City, Shandong Province

In the wake of technological development and advancing of economic globalization, horticulture has become a fast rising industry. It has shown great power in terms of adjusting industrial structure, increasing farmer's income, improving environment, enhancing employment and boosting the development of relative factors. In the past decade, the annual growth rate of the output of China's horticulture was kept at the level of over 20%. As one of the three major flower distributing center of China and the biggest pot culture base, Qingzhou city has a long history of flower nursery and strong flower culture atmosphere. After over 20 years'development, Qingzhou has fostered a considerable flower industry, and is awarded the titles of"the first flower city in the north of Changjiang River","The city of cyclamen of Shandong province"and"The city of flower and plant of China", and floriculture has become a pillar industry of Qingzhou city.On the basis of in-depth study on the successful stories of domestic and foreign floriculture development, the author take Qingzhou city's floriculture development as an object of study, closely integrate with the reality of Qingzhou, and eventually discovered such problems in the development of Qingzhou's floriculture as low technological content, under-developed systematization and cooperation, defective market institution, and lacking self-owned brands. On this basis, the author carried out further and systematic study on Qingzhou's floriculture development, and argue that the development of Qingzhou's floriculture must follow the guidelines of being market-oriented, following the line of structural adjustment, taking quality as the cornerstone and technology as driving force, focusing on profits; stick to the following principles: adjust measures to local conditions and highlight advantages, market-oriented and profit first, mass production and emphasize quality, innovation in technology and institution, inherit fine culture and build famous brand. Attach importance to floral tourism, floral culture, floral service, floral logistics and floral exhibition, and run all out to build floral trading and logistics center, high-quality flower production center, technological innovation center and model center of floral industry of north China, strive to push forward the structural improvement and upgrade, and eventually achieve sustainable and rapid development.On the basis of empirical study, we hence draw the following conclusions: We need to proceed with five approaches to develop Qingzhou's floriculture and thereby to achieve industrial upgrade and fast and sustainable growth. Firstly, reinforce government support and draw up overall development plan, create a favorable environment for floriculture and foster leading enterprises. Secondly, enhance resource integration, perfect the"Four In One"mode of development, i.e., company+base+cooperative+househould, and improve the standard of organization and cooperation. Thirdly, accelerate the construction of market institution, construct modern flower trade center, flower auction center, flower logistics and bonded zone. Fourthly, complete the construction of such service systems as information service, technological service and association service. Fifthly, strengthen technological innovation, establish floricultural college, floral research institute, floral R&D center, import high level talents and create local floral brands.
