As an important factor of production, only the rational and orderly circulation of landcan optimize resource allocation and improve input and output efficiency. Circulation of ruralland is the foundation and prerequisite to achieve large scale operation and the developmentof modern agriculture. Third Plenary Session of the Seventeenth Party adopted "Decisions ofseveral major issues on rural reform and development " clearly states:"Strengthen landtransfer management, establish and improve the land transfer market, allowing farmers tosubcontract、 lease、exchange、transfer、joint-stock cooperative and other forms of landtransfer in accordance with the principle of voluntary paid according to the law, developvarious forms of appropriate scale of operation."This indicates that the Party CentralCommittee has begun to make adjustments on rural land policy, and actively promote thetransfer of land and agricultural large scale operation. The current land contracting methodsreveal many problems, to a certain extent, affect the development of rural land. How to guideand promote the circulation of rural land is the current urgent need to explore and solve theseproblems. The main purpose of this study is to learn the advanced experience of the landtransfer from domestic and overseas, in-depth analyze the problems of rural land circulationin Qingzhou City, to put forward practical ideas and countermeasures to speed rural landcirculation in Qingzhou City, to provide a theoretical reference.Firstly, This paper described the research background, purpose and significance, landtransfer research trends at home and abroad, as well as research ideas and methods; Secondly,elaborated the theory of rural land and some regulations and policies of rural land circulationin the state, ministries, provinces and Qingzhou City, analyzed the main measures taken andsome of the achievements on the rural land circulation in Qingzhou City, detailedly analyzedproblems of Qingzhou rural land circulation; Thirdly, according to the reality, analyzed ruralland circulation patterns and mechanisms, as well as rural land prices and factors affecting theprice; Finally, proposed ideas and countermeasures to speed up rural land transfer inQingzhou City.
