Land bank, is the law of the land reserve institutions through the recovery of the acquisition, replacement and collection, etc. to obtain state-owned land to reserves, and through the pre-development land use management in the form of optimal allocation of resources to achieve operational behavior of land assets. The realization of land reserves, one to recover the acquisition, replacement of state-owned land, and second, collective land. With economic development and urbanization process accelerated, the deepening of SOE reform, can be used to purchase and reserve of the state-owned construction land less and less, and the imposition of collective land into urban land housing a major source of reserves. Collective land, and its essence is the redistribution of land rights. The collection of work and housing land redistribution as a direct means of this, the implementation of quality land bank is not only key to the work, but also directly affect the social harmony and stability.In this study, according to the central city of Longyan land purchase and reserve status of the work carried out in-depth investigation, ask questions, analyze problems, solve those problems, in three steps of the central city of Longyan and work the land acquisition reserve system has been analyzed.The results show that the current major problems are: (1) The institution of unknown function, excessive administrative intervention; (2) "financial dependence on the land", a single means of financing; (3) lack of reserve resources, policies, a greater impact; (4 ) land and housing levy defective work. The study, based on theory and combined with the author over the years in the land acquisition reserve work experience, analysis of its causes, the problem is land acquisition and reserve system is not perfect and the resulting practical difficulties. Accordingly, the proposed acquisition of urban land reserve system sound and practical ideas.
