Agglomeration is the process of spatial concentration. Modern Service Industry Agglomeration means the process that interrelated (complementary, competitive) Service companies and organizations gathered or even polymerized in a certain geographical region. It includes the dynamic process that factors of production and industrial gathered in a specific region, and also covers merging, interaction and mutual promotion process between modern service industry and regional geography, cultural environment and other industries. Eventually, the service industry goes through concentration, polymerization and evolves to a "community" which has a net structure in a steady state. Therefore, the scientific description of the dynamic process and the static characterization are important aspect of services clusters.Based on the descriptive indexes and Dynamic Panel-data model, the paper analyzes the spatial characteristics and dynamics of agglomeration of service industries in China.The descriptive conclusion indicates that, the overall degree of China's service industrial clustering shows a low level. Regional analysis shows that the average top three areas of location quotient are Beijing, Shanghai& Tianjin. Producer services are gradually gathering in the Midwest China, Agglomeration in service sectors in all areas of China indicates a common phenomenon that they are all resulted from both market mechanisms and government fostering guiding. Industry analysis points out that, producer services acts a higher agglomeration degree in special room and presents a more obvious trend of firm's agglomeration compared to other service industries. Producer services are highly information-dependent and have more innovation needs. Consumer services show a low clustering degree mainly due to the fairness and timeliness of service product. Results carried out by both parametric and non-parametric statistical tests indicates that, the agglomeration of China's service industry is significantly exist, there're significant difference among the fourteen sectors'concentration distributions, and the differences are even greater between producer service and consumer service group.Dynamics are studied by transformed spatial Gini index, and modern service industry aggregating was analyzed based on the model. The Modern service industry clustering is dynamic, and changes in agglomeration are stemmed from a combination effect of mean reversion and randomness. It's the industrial mobility that reduces the concentration trend in modern services'agglomeration, and helps to avoid"lock trap"which can bring low economy efficiency and industrial competitiveness.Therefore, Government should adopt differentiated development policy considering the different characteristics of agglomeration in service industries, active promote service industry concentration effectively, and improve the cluster structure.
