Study On The Construction Of Modern Service Industry Agglomeration District In Jilin Province

At present,China's gross domestic product has ranked second in the world,and maintained a rapid growth rate in the long run.Although the proportion of China's service industry in the industrial structure continues to rise,but compared with the developed countries,the proportion of service industry is still low.For a long time,China's economic growth is mainly driven by investment and need to adjust the industrial structure,change the mode of economic growth and accelerate the transition to a service-oriented economy.In China,the service industry is divided into traditional service industry and modern service industry.Compared with the traditional service industry,the modern service industry has the characteristics of high technology content,high added value and high talent demand,which is the core competitiveness of the future economy and the main direction of China's economic structure transformation.The proportion of service industry in Jilin is far below the national average,and the development of service industry is lagging behind.Jilin provincial government also proposed to enhance the skill of the modern service industry,promote the development of service industry cluster,focus on creating a number of distinctive and influential modern service industry agglomeration zone.Therefore,optimizing the industrial structure and improving the service industry especially the proportion of modern service industry in the three industries,has become an urgent need for economic development in Jilin Province.Speeding up the construction of modern service industry agglomeration zone provides a new way of thinking for the development of modern service industry.This paper has two main innovations,one is through the comparative analysis of domestic and foreign successful cases of the modern service industry agglomeration zone construction,summed up the experience for Jilin province;the other is through the use of Spatial Gini Coefficient and location quotient,measured the degree of agglomeration of the modern service industry in Jilin province.Based on the collection of a large number of documents and policies,this paper analyzes and defines of related concepts.Through the comparative analysis of the development models of the well-known modern service industry agglomeration zones such as City of London,Canary Wharf,New York Manhattan and Bangalore Software Technology Park,founded that all of these modern service industry agglomeration zones has convenient transportation network,a set of supporting industries,high degree of openness and internationalization and the government's reasonable planning and preferential policies.In this paper,the spatial Gini coefficient and location quotient are used to measure the agglomeration degree of the modern service industry in Jilin province.The results show that the professional level of modern service industry in Jilin Province is generally not high,and the agglomeration degree is relatively high in the knowledge-intensive industries.Although the emphasis on the construction of modern service industry agglomeration zone in Jilin Province has been increasing and the modern service industry agglomeration zones have begun to take shape,there are still some problems,such as small scale,unbalanced types of agglomeration zones,lack of talents and management mechanism and so on.Finally,based on the comparative analysis of domestic and foreign successful cases,combined with the concrete practice of Jilin Province,this paper puts forward some suggestions for the construction of modern service industry agglomeration zone in Jilin province.These suggestions can be summarized as promoting the integrated development of modern service industry,manufacturing industry and regional economic development strategy,innovating management mechanism and decision-making mechanism,improving the degree of marketization and openness,perfecting preferential policies of taxation,financing and talents attracting,improving supporting environment of laws,regulations and public service system and so on.
