Since the reforming and opening, Chinese economy has kept growing rapidly, but the "high input, high pollution" way of energy consumption is putting more and more pressure on our energy problem. By 2010 the Chinese government would like the GDP per capita to double that in 2000, as proposed in the report "The Proposal of the CPC Central Committee for Formulating the Eleventh Five-Year Plan for National Economic and Social Development". In addition to this the government also wants to reduce energy consumption per GDP by approximately 20% compared to that at the end of the Tenth Five Year. Energy saving has become one of our pressing problems. So the paper has done the following concrete works:At first, by the analysis of our current energy consumption situation, this paper reveals that we are facing several major problems in energy consumption, effectiveness and energy structure and so on, and then discovering energy-saving potentials and major ways to reduce energy consumption.Next, based on a commentary to the domestic and foreign related research situation and foreign energy-controlling pattern, this paper puts forward three basic energy-controlling patterns: recycling economy pattern, technology-inputting pattern and structural adjustment pattern. Recycling economy pattern and technology inputting pattern is to focus on longer-term goals, and structural adjustment pattern takes into account both present and long-term goals. According to our economy development situation, structural adjustment should be given priority for short term. Therefore, this paper puts emphasis on how to promote adjusting our industrial structure.Thirdly, combined with production function theory and input-output theory, this paper builds a mathematic programming model in consideration of suitable development with economy and energy in harmony. The objective of this model is minimum capital and labor adjustment, and the constraints of this model are GDP, energy consumption per GDP and other resources such as land. The result of the model indicates that it is feasible theoretically only by allocating resource optimal to adjusting industrial structure but need more adjustment of Production.Fourthly, this paper analyses the current situation and existing problems of our industrial structure. Then with utilizing statistical methods this paper analyzes the industrial structure's influence on economic systems, and the result indicates the optimization and upgrading of the industrial structure can promote the benign growth of our economy and can improve our employment structure.At last, based on the foregoing study, this paper comes up with some suggestions and countermeasures to adjusting our industrial structure on the facts affecting our industrial structure adjusting.The paper's main innovations are composite innovation. Every segment in the study and every method are ordinary theory and model, however, combining these theories and methods into a unified whole can solve practical problems that our social and economic development faces.
