Henan province as a major grain-producing province and food products processing province, the food industry has become a pillar industry of our province, to ensure food safety and food security became the most concern at all levels of the government and the people are concerned about the most things. This article through to the certification, production enterprise of the present situation of wheat flour in investigation and analysis, according to former literature material research and expert advice, combined with the country and industry related law requirements, Quality management, Risk management and management system engineering theory foundation, through the staff inspiration and the rational division of labor, the management information system construction and work flow optimization, then to establish evaluation model and system feedback, to create a wheat flour production enterprise for the quality and safety of management control system to improve the quality control level, will the enterprise to the quality of the food safety risk control has obvious role.The innovation points of this paper is from the certification in henan province, the reality of wheat flour production enterprise, Combined with the national food production I engaged in the license issuing review and daily food safety supervision and sampling, inspection quality work for many years,I have the chance to visit relevant food surveillance function department and enterprises, to further understanding to the enterprise quality management system and food production quality supervision system, safety field available precious first-hand information and stand in the enterprise itself from the view of raw materials procurement validation of the enterprise, employees, production process, finished product storage, a food inspection, and several links for food quality safety risk control, the use of control chart, the data model, and process optimization methods, application reengineering risk identification, risk assessment, tools such as risk response for enterprises, and the quality of the safety risk control, the maneuverability is strong, easy to guide the production enterprises to realize the quality and safety of wheat flour control.
