With the deepening of economic globalization and informatization, the shipping industry as an important component of our economy, the role has been played increasingly importantly role in enhancing quality and efficiency of national economy and improving the economic development. Since China joined the WTO, Chinese shipping industry has made considerable progress and the development by leaps and bounds, but at the management of state-owned shipping company, especially in human resource management, there is still seriously inadequate. As the primary resource in company, human resources is imperative for the enterprises, not only to the corporate strategic objectives, but also directly affect the future development of them. SHRM began in the late 1980s, and it provides our shipping company with a theoretical guidance to take advantage of human resources and maximize organizational strategies to resources, in order to gain a sustainable competitive advantage.Firstly, this paper reviews the previous literature on the concept of strategic human resource management and theory base of it including resource base theory, role behavior theory, and et al. it is listed systematically, that domestic and international SHRM research and application results in the various areas. Secondly, we introduce a case sample-Company S, a state-owned shipping business, making use of the famous analysis tool in strategic management——SWOT analysis to deconstruct corporate strengths, weaknesses, opportunities and threats in detail. Then an adapted competitive strategy is put forward. Lastly, the research constructs a theoretical model of SHRM after integrating a variety of strategic human resource management theory and establishes a SHRM system of Company S, including human resources planning, recruitment and selection, education and training, performance management, compensation and benefits and career development, which can provide a reference for the future of state-owned shipping companies to build strategic human resource management system.
