China's Food Safety Regulation And Structural Reform Study

Food security relates to People's livelihood, economic development and social stability, it is an important benchmark which reflects the government govern ability. Because there is "market failure" on food market, in order to close the Pareto optimal state, we need government's intervention to help the market to adjust the allocation of resources. However, the food safety crisis had been frequently in recent years, that exposed the fully drawbacks existent in food safety regulation system. Practice has proved that our government regulation on food safety effect is not so satisfaction, the "regulatory failure" phenomenon has been frequently. Undoubtedly, it is an important task for the government of China to comprehensively reform the existing food safety regulation system. This article will focus on analysis of the reform of food safety regulation program, and proposed a new idea for the future direction of reform.Although scholars have more complete study for food safety regulation, but few are from the view of design flaws of bureaucratic theory. This article is from this perspective to start a systematic analysis of the current frequent crisis of food security because the fundamental theory of bureaucracy can adapt to the development of industrial society, and can't meet the development needs of post-industrial society, which led to the frequent failure phenomenon on the process of food safety regulation. Generally, academia has two current reform programs, the New Public Management reform and super-ministries system. Author detailed analysis of the pros and cons of the two reform programs that they are not the best solution, and in the last chapter, a new reform idea has been put forward. The organization operating mechanism with the integrity of the network-style government reform, in order to bridge "co-blank "between the departments; in the organizational structure using "trust" mechanism for the integration of multiple co-regulation model; introducing "Moral" element into the organization's goal value, realizing moral administration, moral regulation with "Virtue" mode.
