Research On The Responsibility And Boundary Of The Township Government In Rural Public Products Supply

The rural public goods is an essential component in the whole society, whose effective supply influence farmers' production and life, and also have important practical significance for rural construction and the whole social harmonious development. Currently, such problems as the insufficient effective supply of goods in the rural area restrict the development of economy and society in rural China seriously. So, one of the main functions of the government is to provide public goods. For regulating and restraining government acts, the article try to seek the responsibility and power boundary of the township government in the rural public goods supply, make an approach to establish and perfect rural public goods supply system and government institutionalized, in an attempt to offer some suggestions and strategies about the public goods pr(?)ision shortage of our country.This article chooses the township government as the research object by considering about two aspects:on the one hand, in national political system, the township government stays in the bottom and contact with the rural society directly, under the condition Chinese eastern and western economic develop in different levels, it plays a great role in rural public goods supply and keeps relationship with the vast rural areas, therefore, the first-hand rural data can be mastered. On the other hand, the township government in rural problems is not spectator, but the important person(s) involved, or managers to deal with social problems, even the problem of rural itself sometimes. The township government's active content and daily behavior produced significant change when China abolished the Agricultural tax comprehensively in 2005, however, the system environment of township government has not adapted in response, especially the phenomenon of offside, absence, and dislocation remains, which restricts the development of rural social badly. Accordingly, it is appearing important to relocate the role of township government in current rural public goods supply of our country.According to the way of proposing the problem, analyzing the problem and solving the problem, the article takes some discussions about the role of township government. First it identities the government level in paper studies, select the field of public goods, defied the responsibility, and identities boundary through theoretical analysis. On the one hand, it studies how to solve public goods need of farmers, and, on the other hand, studies transformation of the government function.Based on the above, content framework can be received:The first part:Basic research. In this part, domestic and international scholars make a summarize on public products research, present exact definitions about the concept, nature, connotation and denotation of public products on the basis of literature review, and then draw the line for research scope of this article. Interrelation theoretical analyses are done systematically, absorb and draw upon fruits from anglicizing and elaborating the local governance theory and the signing service theory of Williams, and provide theoretic supports for the below.The second part:Raise questions. Explore the historical institutional change and the existing condition of public goods supply in rural, point out the related problems, and reveal the profound reason with the questions emerge.The third part:Problems investigation. By defining the responsibility and boundary, comparing and analyzing rural public goods supply combining with the existing of town government, the purpose of which is to find a mechanism of supply for public goods in rural areas, and meet the society need for rural public goods.The fourth part:Problems solution. Focusing on the problems exist in rural public goods supply in reality, from the aspects of reforming financial system, delimiting responsibility and boundary, improving the supervision and security, setting up and perfecting the performance evaluation mechanism, and integrating the decision-making system for the public goods supply, the article offers relevant countermeasure and proposal.
