Since2003, Zhejiang, Fujian and Guangdong provinces in Southeast China have been experiencing a labor shortage problem, then the phenomenon was spreading to some inland provinces which had always been output places of migrant workers. On the other hand, even though many businesses dramatically increase wages for workers, labor shortage is still difficult to be effectively mitigated. This conflict has seriously affected our economic development and social harmony. According to this, the article is try to analyze kinds of cost which peasant-workers pay for migration, and find the relation between migration cost and migration will, and then try to make recommendations for decreasing the cost of labor migration.The paper first introduces the classical theories of labor migration at home and abroad, and domestic research of'labor shortage' as well. Then analyze the migration cost and the impact of migration cost on transfer will based on the survey of peasant workers in Beijing. Through these research, the paper found that migration costs paid by the migrant farmer-workers are not only including monetary measure of economic cost, but also non-economic cost, and both of them have a big impact on transfer will, especially non-economic cost which has always been ignored by people. Therefore, the paper put forward the suggestion from government level and enterprise level, trying to be able to reduce the cost of labor migration, and relieve the labor shortage in enterprises.
