Staff is the most precious resource and the biggest wealth in an enterprise. A promising enterprise need top managers, the effective management of the middle-level cadres, and efforts of the ordinary employees. The core of human resources optimization is to build up a good incentive mechanism, to play an important role for the staff's working enthusiasm and work performance, to improve enterprise completion and core competitive ability. A good incentive mechanism can make good people to be more outstanding, the inferior to catch up, so that they become enterprise assets. Conversely, a unreasonable scientific incentive mechanism will lead to employee lack of enthusiasm and motivation, to become the debt of enterprise. Therefore, how to ordinary employees incentive optimization is the key study of enterprise.In this paper, taking the KS electric power company as a case to analyse the problem of the incentive mechanism, by perfecting the encouragement optimization to promote the ordinary employees work initiative and creativity, and expand the staff development channel and make synchronous development between staff and the enterprise.Based on the incentive theory,the paper find the some question to solve the problems such as the income disparity of ordinary employees and middle-level cadres, unreasonable rank division, performance appraisal, narrow profession channels, which make the company's ordinary employees incentive optimization more reasonable perfect.
