Incentive mechanism’s establishment and optimization, are the central content in modern enterprise human resources management, the incentive mechanism leading role is to enables the organization members on own initiative unifies individual goal and the organization goal through the prize payment as thanks source and other condition design arrangement, so that they can displays its subjective initiative to achieves the organization goal effectively. Therefore, how to design a scientific and effective incentive mechanism to adapt to different enterprises’peculiar circumstance is a main problem for human resource exploitation and management.With the drive theory and systems engineering method’s angle embarking, the paper unifies domestic and foreign state on the staff drove that the question the related research, first introduces the article research background and the significance, express the content and the portal frame construction and so on has made the synopsis; Carried on the elaboration to the domestic and foreign incentive mechanism’s correlation theories, including the content, the process and the behavior transformation three aspects, pointed out that the drive theory establishes the effective incentive mechanism to the company the importance. Then in the questionnaire survey and to the related literature material investigation, investigates and studies on the spot in the foundation, to CNKASC’s human resources characteristic, the incentive mechanism present situation has launched the analysis, pointed out that the staff incentive mechanism existence the subject matter, and has carried on the analysis to the question. Finally, the utilization drives and the incentive mechanism correlation theories, the method, to the company staff incentive mechanism’s salary system, the promotion system, the training system three aspects has launched the optimization design, namely restructuring, and proposed after the guarantee optimizes staff incentive mechanism effective movement certain measures.
