In today's society,as the United States continues to exercise hegemonism,it constantly provokes Sino-US friendly trade relations and triggers a trade war,bringing enormous uncertainty to the global economy.Behind the trade war is actually the competition of the comprehensive national strength of the two countries,and high technology is the inexhaustible driving force for the economic take-off of a country and region.However,in order to achieve rapid development of high-tech industries,it is essential to have a good industrial development environment.The development environment of high-tech industries in various regions is crucial to the development of high-tech industries.Whoever can stand out in the evaluation of high-tech industry development environment,it is possible for anyone to seize the opportunity in the competition and win the initiative of development.Beijing-Tianjin-Hebei is a famous capital business district and scientific research center.It has a sound industrial base and transportation facilities,and has gathered a large number of scientific research talents.The development of the Beijing-Tianjin-Hebei high-tech industry is very good and will have a huge impact on the surrounding areas.Therefore,it is of great significance to study the quality of the development environment of the Beijing-Tianjin-Hebei high-tech industry.From the perspective of quantitative and qualitative combination,this paper uses factor analysis and fuzzy comprehensive evaluation to comprehensively evaluate the environmental quality of Beijing-Tianjin-Hebei high-tech industry development.This paper analyzes and introduces high-tech and high-tech industries from the research background,research significance,and research status at home and abroad.Through the above research,the concept of high-tech industry development environment is defined,and the relevant theories of high-tech industry development environment are analyzed,which lays a solid theoretical foundation for subsequent empirical research.Firstly,it analyzes the status quo of Beijing-Tianjin-Hebei high-tech industry from three aspects: industry structure,industry scale and scientific research innovation capability.The status quo of the development environment of Beijing-Tianjin-Hebei high-tech industry is analyzed from four aspects: investment financial environment,economic basic environment,legal environment and infrastructure environment.Secondly,on the basis of the definition of high-tech industry development environment,29 indicators were selected from 10 aspects: industrial basic environment,scientific and technological innovation environment,economic development environment and investment financial environment,and the development environment of Beijing-Tianjin-Hebei high-tech industry Empirical analysis of quality;Finally,this paper combines the comprehensive evaluation model combining factor analysis and fuzzy evaluation to empirically analyze the development environment of Beijing-Tianjin-Hebei high-tech industry,and based on the results of comprehensive analysis,draws on the high-tech industry in Beijing under the factor analysis method.The development environment ranked fourth,Tianjin ranked eighth,and Hebei ranked thirteenth.Under the fuzzy evaluation method,Beijing's comment value was “good”,Tianjin's comment value was “better”,and Hebei's comment value was “general”.Conclusions and recommendations and recommendations.
