High-tech industry is a important strategic leading industry with knowledge-intensive and technology-intensive features, which represents comprehensive strength and overall competitiveness of one nation or a region,which also a important power to promote industrial upgrading and change economic growth.With the global economic integration is accelerating the process,regional industry faced increasingly competitive pressure, improving high-tech industry's technological innovation and enhancing the competitiveness of high-tech industry has become a very important thing for industrial development and economic development.Since 2008,great change has taken place in the macroeconomic situation,domestic natural disasters, global finance crisis and the violatility of international commodity price had a negative impact on the high-tech industriy of china,in such situation,poor technological innovation ability and less competitiveness of high-tech industry has become utmost issues.Based on the analysis of relevant theories and the review of the literatures of evaluation index system of technological innovation,from the process of the formation of technological innovation ability,this paper constructs a evaluation index system of China's high-tech industry technological innovation ability and chosen the evaluation methods.First of all,this paper analyzes the meaning of technological innovation ability and the evaluation index system.Second,this paper defines the high-tech industries and the technological innovation ability of high-tech industry and introduced the evaluation methods.Then, this paper analyzes the objectives and principles of construction evaluation index system and constructs a evaluation index system.Finally,this paper selects the evaluation methods of technological innovation ability of the high-tech industry.After analyzing existing study,this paper uses linear synthesis method to analyze the China's high-tech industry technological innovation ability and then uses factor analysis to analyze the high-tech industry technological innovation ability of China's various regions.By comparative analysis,we can see China's high-tech industries technological innovation ability have been showing a good development trend from 2005 to 2008,but input-output efficiency is not high, the production capacity of technology innovation and diffusion of technology innovation should be improved, we also can see in 2008,high-tech industries technological innovation of different regions of China has showed a clear regional difference. Finally, this paper gives some advice to enhance China's high-tech industry technological innovation ability.
