Of Jiangsu Marine Economy Cooperative Existing Problems And Countermeasures

The seventeenth CPC congress put forward a plan to develop marine industry vigorously. In Jiangsu Province, eastern coastal areas, the most promising and dynamic areas with great economic potential,have become important economic growth poles in the future development. Since the ninth five-year developing plan, in the guide of policy and technology, Jiangsu marine economy develops fast and smoothly. However, marine economy still forms a very small proportion of the gross economic aggregate in the whole province, which fails to correspond to rich natural resources and the significant strategic position.As it is said that,"Science and technology constitute a primary productive force." Science and technology play a very important and supportive role in the exploration of marine resources and the development of marine industry. According to strategies of "increasing self-innovative ability and constructing innovative province" as well as "invigorating marine economy through science and technology", it is essential for Jiangsu Province to give full play to its technological strength, devote active efforts to the integration of production, teaching and research, and promote structural adjustments of marine industry. It is also necessary to invest more in technology so as to motivate both the upgrade and structural adjustment of marine industry. Through establishing the marine technological renovation system featured with Jiangsu marine technological advantages, Jiangsu Province devotes to motivating marine industry by technology, strengthening self-innovative ability of marine technology and quickening the transformation of science and technology fruits. These efforts will be helpful to increase the contribution rate of marine advanced technology to the development of marine industry, and will further fasten the development of the national economy.This paper firstly states related theories of marine economy and the integration of industry, education and research, and puts forward research methodologies. Secondly, it analyses the present situation and problems of the integration of industry, education and research in the development of Jiangsu marine economy. Based on these existing problems, the paper advocates solutions that fit the specific situation of Jiangsu marine economy. These solutions include:establishing the platform of sharing marine technical facilities and equipments, setting up the platform of sharing marine technical human resources, founding marine technology transfer center, as well as establishing the supporting system of integration of industry, education and research. Finally, the paper discusses the main modes of integration that suit Jiangsu marine economy and gives some suggestions with the purpose of providing reference and inspiration for the development of Jiangsu marine economy.
