The NO.Y Base is one of the Subsidiaries of China North Industries Group Corporation who subordinates to Costind. It mainly manufactures major National defense scientific research projects and is a State-owned enterprise. This article makes the Empirical Study with the NO.Y Base Empirical Study, obtains the salary management status of the NO.Y Base by the means of questionnaires, analyzes the reasons causing this situation thorough with the theory of compensation management, probes the reform and improvement of the NO.Y Base's salary system redesign and management programs referencing the salary management example from home and abroad and connection with the NO.Y Base's human resource management, focuses on the salary system based on position functions of the NO.Y, so as to providing reference for other weapons company.There are five parts in the article. The first part introduces the background, significance, writing method of this study and reviews the incentive pay literatures. The second part describes the definition of salary and incentive and incentive theory, on this basis, proposes the pay is a incentive means. The third part analyzes salaries status and problems of motivation of the NO.Y Base through the questionnaire design, research, collation and analysis. The fourth part analyzes the reason of the formation of the NO.Y Base's salaries incentive problems. The fifth part recommends to improve the status of NO.Y Base's salary incentive under the experience of the Western pay incentive.Based on the NO.Y Base's salary status'study, this article presents the wage changes mechanisms which is synchronization with economic and social development and establishes quantitative performance evaluation standards, to enhance the effect of incentive.
