Research On Development Of Low-carbon Economy Of Xi'an

With the rapid growth of global economy and the consumption of fossil energy, climate problems have become the focus of the world attention. The worsening climate problems force people to consider and change the traditional model of economic development. So low-carbon economy development is regarded as an inevitable choice to solve the climate problems and the shortage of resources. It is the fundamental way to realize the development of economy and the protection of environment. Xi'an has already chosen'cosmopolis'as the future urban development goals. However, the economic development model which blindly pursues the high speed economic development and ignores the energy use efficiency and environmental pollution is unsustainable, and not advisable. Therefore, the developing of low-carbon economy will become the trend of Xi'an social economic development in the future.This article summarizes the studies on the low carbon economy at home and abroad, and at the same time, based on the relative further research and detailed summaries, the author gives a brief conclusion of the low carbon economy's connotation and characteristics, through the selection of total energy consumption in Xi'an, the author analyzes the decoupling type of the Xi'an energy consumption and economic development by using the "decoupling" theory. Then, he calculates the carbon emissions in Xi'an and gives a detailed analysis about the current situation of low carbon economic development in Xi'an. Second, the author, using the LMDI decomposition method, makes a factor analysis of Xi'an average per capita carbon emissions. He also uses the model to predict the next 10 years of carbon emissions in Xi'an. mostly, the author analyzes the constraints of low carbon economic development in Xi'an. Besides this, he also puts forward relative Countermeasure Suggestions.This article concludes several important issues through the study of low carbon economic development in Xi'an:From the relationship between the energy consumption and economic development perspective, Xi'an is in the alternative process of'relatively decoupling'and 'expansion hook"; Through the influential factor analysis of per capita carbon emissions in Xi'an, the author concludes the main reasons to promote the reduction of per capita carbon emissions:the energy structure and energy intensity, However the factor which restrains the reduction of per capita carbon emissions is economic increase situation; According to the prediction of the next 10 years of carbon emissions in Xi'an, the author finds that Xi'an total carbon emissions present a rising trend which plays a certain warning role of the low carbon economic development in Xi'an; the Xi'an limiting factor in the development of low-carbon economy includes not only the energy structure and funding constraints, including the relevant policy and institutional constraints.
