Nowadays, the marketing competition becomes more intense and the environment changes rapidly. In order to be in an impregnable position, the core enterprise must builds partnership with suppliers and competes the supplier chain management with other opponents. The purpose of selection and evaluation of strategic suppliers is to reduce the cost of supply chain management, reduce the supply chain risk, optimize the number of suppliers, get all kinds of raw material with quality requirements in time from supplier chain at the most favorable price, so as to realize the core competitive force, increase the ability of improving sustainable development of the enterprise, and finally achieve the positive development of the strategic cost management of enterprise. Therefore, the strategic supplier selection and evaluation system this paper established is make the enterprise use the evaluation system choosing the strategic supplier effectively.On the basis of researching Literatures and summarizing detailed about the supplier and strategic supplier in domestic and abroad, this paper choose the equipment manufacturing industry of Xi'an as the research object, based on the investigation and questionnaire survey, and form the selection and evaluation index system in two stages. The main content of the two-stage is:in the first stage, based on the theory that the BP neural network can compel any no-linear function by any precision and posses ability of self-organizing learning, BP neural network model with reference of expert opinion and insiders advice was built to evaluate supplier. In the second stage, is mainly to do performance evaluation for the strategic suppliers which have been selected in the previous stage, construct detailed performance evaluation system for the choice and make a foundation for the dynamic evaluation of strategic suppliers. Finally, test the model through a case.This paper reaches several important conclusions the following through the research on the evaluation and selection of strategic suppliers of Xi'an equipment manufacturing:the aim of selection of strategic supplier is to improve core competitive force of the enterprise and create value. So, in order to achieve this goal, strategic supplier has been chosen must have good quality ability, production ability, the technical ability, supply chain management ability, the ability of adapting the environment. These abilities also constitute the selection and evaluation index system of strategic supplier; selection and evaluation of strategic supplier which is a very complicated process needs two stages of comprehensive selection and performance evaluation; puts forward the method of supplier management, at the same time, provides countermeasures for the enterprises'to carry out the neural network evaluation model, and some conclusions are drawn.
