Studies On The Impact Of Environmental Regulation On China's Textile Export

Economic globalization has brought about the prosperity of international trade, but also associated with some global issues, including the environment pollution. Since the twentieth century, the human has been exposed to environmental pollution and ecological damage problems. The traditional development model with the content of pursuit of economic growth has been questioned. Therefore, it has been accept as consensus that we should take the sustainable economic and social development and correctly handle the relationship between the ecological environment and economic development. States have enacted environmental laws, or taken administrative measures to strengthen regulation on the environment, Green trade barriers associated with environmental regulation has become a new type of non-tariff trade barriers. The impact on international trade barriers to international trade has become a new topic. As a traditional polluting industry, the international competitiveness of textile industry is directly affected by the impact of the green trade barriers. What effect does an environmental regulation on the textile export? How to deal with environmental regulation produced under the green trade barriers, to achieve environmental regulation and coordination of the development of textile export? These questions must be thought about during the development of China's textile industry.The paper is divided into five chapters. The first chapter is an introduction, describing the background and significance of the topic, the status of domestic and international academy, the paper's research methods and paper's architecture. The second chapter sets out the theoretical analysis on the impact of environmental regulation on China's textile export. With economics theories, it disusses the cost internalization effect of environmental regulation, environmental regulation of the market access effect and environmental regulation of trade innovation effects, which means that environmental regulation will increase the textile export costs; environmental regulation will increase the textile export market access threshold; environmental regulation is conducive to promoting textile production process of green technology innovation and textile industry of green management innovation. In Chapter III, it is the situation analysis of environmental regulations and China's textile export. First, it introduces the situation of China's environmental regulations; Secondly, China's textile industry and textile export problems were analyzed, which followed with the conclusions: environmental regulation have a negative impact on the textile export, but these negative effects are temporary, stage, fundamentally speaking, environmental regulation is conducive to promoting innovative textile export . Chapter IV is empirical analysis of the impact of environmental regulation on China's textile export. From this chapter, the empirical analysis and qualitative analysis of the conclusions are basically consistent. The following Chapter V sets out measures on how to deal with environmental regulation to achieve sustainable development of textile export, including: (1) establish the concept of trade in environmental protection; (2) actively promote technology innovation and "clean production"; (3) optimizing the industrial layout; (4) increase the intensity of environmental regulation; (5) to actively promote the textile environmental standards.
