The vigorous development of real estate industry can promote national economic growth,but it will also lead to the rise of commercial housing prices,thereby increasing social instability.In order to eliminate the hidden danger of social security caused by the high price of commercial housing,developed countries have been exploring in the development practice,and found that building affordable housing is one of the most effective methods.In recent years,China has learned from the successful experience of developed countries to promote the construction of affordable housing,but more and more problems have gradually emerged with the increase of construction projects.Compared with the construction speed,the development of the management level of the affordable housing project in China lags behind seriously,which makes the construction of the affordable housing difficult to expand rapidly,resulting in the contradiction between insufficient supply capacity and increasing demand.Therefore,how to effectively evaluate and improve the project management level of affordable housing is particularly important.Maturity model is a self-improvement framework,which is used to evaluate the management ability of a project or organization,to help project managers accurately grasp the current management level,identify management loopholes and clarify the improvement direction.Therefore,this paper introduces the maturity model into the affordable housing project management evaluation.Firstly,through the summary and analysis of the related theories of affordable housing,affordable housing project management and maturity model,this paper combs the construction ideas of affordable housing project management maturity model,carries out the framework of the model,and determines the scope,dimensions and internal structure of the model.Then,based on the model framework,the affordable housing project management maturity model is constructed concretely.The evaluation index system of the affordable housing project management maturity is constructed,and the grade standard of evaluation index was established.Through the comparison and selection of the commonly used index empowerment method and comprehensive evaluation method,the DANP method is used to find out the mutual influence relationship among the indicators and determine the weight of the evaluation index,and the grey comprehensive evaluation method is used to evaluate the affordable housing project management maturity.Finally,taking a affordable housing project in Chengdu as an example,the paper makes an empirical analysis on the affordable housing project management maturity model.And through the analysis of the impact relationship of indicators and the evaluation results,puts forward some suggestions for improving the management of the case in decision-making,communication,risk,preparation,design and quality.
