| With the deepening of China’s urban economic reform, urbanization, the state loosening and continuously push forward the market economy of the household registration system, rural population flow extremely active, a large number of rural-young people migrate to city, the person who long-term lived in rural areas are old workforce, women left behind, the elderly and children. the rural labor force lack, farmers shortage phenomenon appeared. Farmers’shortage threatened agricultural production, and seriously affect the development of new rural construction and rural communities.This paper selects four townships in Hunan Lixian several villages for the survey, based on field surveys on the structure by family members, migrant labor, farmer household income analysis and many other data to describe Lixian farmers shortage situation. According to the survey data analysis, Lixian rural farmers shortage has reached a certain level, young labor force in rural areas flow out seriously. The elderly become the main force of agricultural production, agricultural labor and industry practitioners phenomenon evident. From the perspective of rural economic and social development of the analysis of the impact caused by the shortage of farmers, land policy further from macroeconomic factors and Household Registration Policy; agriculture relatively low efficiency, urban and rural living environment and public resources, environmental factors as well as differences in economic farmer three factors to their will analyze the causes of the shortage of farmers. Finally, the article, under the current labor shortage in Lixian, presents personal reflection on agricultural production and rural development. The best way to develop the agriculture is to improve the intensive business in rural areas, and promote the integration of urban and rural areas,and raise income of farmers, and give more input on public products from rural areas, and cultivate a new occupation, and accelerate the land transfer. |
