The Research On Management Model Reconstruction Of Forestry Workstations In Hunan Under Collective Forest Tenure Reform

Collective Forest Tenure Reform has great significance in our country, it accelerates the development of modern forestry, further emancipates and develops the social productive forces in rural areas, Pressing head with the reform, foresters'enthusiasm is greatly mobilized and the potential and space of forestry production is expanded. It plays a positive role in developing the rural economy and improving rural people's livelihood and the ecological environment. With the deepening of Collective Forest Tenure Reform, forestry workstation has being played more important role in forestry construction of grass-roots. Strengthening the construction of forestry workstation is an inevitable choice to establish forestry ecological and industrial systems and an important foundation to protect forestry in playing a full role in the new rural construction. However, in practical, the construction of forestry workstation faces certain difficulties. Especially, unreasonable management model has led to the problems that exist in the construction of forestry workstation, it has been seriously restricted its functions.First, this thesis introduced basis theories about reconstruction of management model. Based on the investigations in Hunan Province, this thesis analyzed the current development status of forestry workstation in Hunan, proposed a conclusion that the unreasonable management model is the biggest obstacle to the development of forestry workstation. Next, this thesis analyzed the status and role of forestry, forestry sector and forestry workstation, function adjustment of forestry workstation under the background of Collective Forest Tenure Reform. The above analysis showed reconstruction of management model is the most important ways to solve the problems on construction and the main content of the reform of forestry workstation. Then, based on a brief introduction of two different management patterns of forestry workstations in Chenzhou and Liuyang City in Hunan Province, this thesis put forward a new forestry workstation management pattern characterized as "vertical management and township co-management" by deploying SWOT method. Furthermore we discussed the operation mode, mechanism and the advantages of this new management pattern. Finally, this research proposed some countermeasures and suggestions for the forestry workstation reform in determining the number of personnel scientifically, increasing forestry funding, training staff and improving the quality of workers, using scientific appraisal method, and establishing the supervision mechanism of power.
