Ability is a summary of various essential factors which play an important role for individual's activities in society including attitude, consciousness, methods, resources and experience. Research on competency originated in the United States and has been applied into practice since1980s in western countries and a series of competency measurement tools has also been established at that time.In the feudal society of China, the criterions and restraint mechanisms centered by "Benevolence, Justice, Rite, Wisdom and Honesty" has played an important role in the stabilization, fusion and improvement of society. In the modern western society, there are some criterions and conventions existing as "employee behavior habit, enterprise culture". However, only few excellent enterprises adopted these criterions and conventions.In this study, we have made interviews with recruiting employees from100enterprises in the south of Jiangsu province and tried to find out the common essential qualities of excellent talents by analyzing these informations together with ancient Chinese culture and modern western enterprise management concepts and advanced experience.As a result, we determined new ability factors including10basic factors such as values, motivation, attitude and long-term potential development ability,10factors to determine comprehensive management capabilities and10factors essential for core management ability.We also established six level talents grade including beginner, intermediate, advanced, experts, professional and outstanding and classified talents into6classes according to this standard. And with the help of questionnaire, we further determined the degree of factors essential for becoming talents at different grade and thus the initially established the six grade talent competency model.With the help of competency model, individuals can find out deficiency to realize self-growth, enterprises can better explore, develop, and appoint employees. Thus, human resources can be better allocated and used.
