During the Twelfth Five-Year Plan the transportation industry is facing the pressure of energy conservation and emission reduction. Port industry as an important part of the transportation industry, also is facing the heavy responsibility of energy conservation. Port industry energy saving and emission reduction is directly related to the development of China's low-carbon economy issue, but also to the port benefit. At present our country energy-saving emission reduction assessment criteria also simply stay in the unit GDP energy consumption and emissions of major pollutants as the standard stage, harbor industry lack a systematic evaluation method. Therefore, it needs to improve the energy-saving emission reduction work in ports of China.The paper firstly discusses the related theory of port energy saving and emission reduction, and in-depth study of these theories to practical effect. And then discussed the concept of sustainable development of ecological port, advanced theory introduces the concept of energy conservation and emission reduction in port, the port of our country faces various problems of macroeconomic analysis and discussion. Then introduced the domestic and foreign ports in energy saving and emission reduction, strive for a follow-up study to provide some reference.Below the author using the above research foundation, and the combination of Jinzhou Port in the years of work and management experience, discuss Jinzhou harbor current energy saving and emission reduction problems. According to the actual situation of Jinzhou port, establishing energy-saving emission reduction targets evaluation system. Then using analytic hierarchy process and fuzzy evaluation method, construct a hierarchical fuzzy comprehensive evaluation model, to Jinzhou harbor for energy-saving emission reduction effect evaluation. Finally according to the actual evaluation results of Jinzhou Port, the writer provides a reference.
