The rapid development of the economy in the industrializationprocess, how to make use of their own advantages development a low carboneconomy, climate change, will become our social and economic developmentstrategy planning of the key. How to develop a low carbon economy, andchoose what kind of pattern of development to promote a low carbon economydevelopment, to solve in western region of China, especially weak ecologicalenvironment of Xinjiang facing in the development of energy conservation andemission reduction, environment protection and economic growth has theimportant practical significance.Xinjiang is a high carbon energy mainly resources dependence provinces,energy consumption, high carbon emissions per capita. With economic growth,accelerate the industrialization of the population and continue to increase, theenergy consumption and carbon dioxide emissions will continue to grow. Asowes the developed area, either for response to climate change, respond tothe state's overall development strategy or from Xinjiang own leapfrog,sustainable development of low carbon economy development is imperative.To a low carbon economy development for guidance, help to Xinjiang in thenew round of economic tide in search for new economic growth point andrealize the leaping development, and to optimize the industrial structure,change and achieve the development mode of the sustainable development ofsociety and economy to provide new reliable path.This paper shows:1990-2009a carbon dioxide in Xinjiang from theenergy consumption were calculated, analyzing the Xinjiang carbon emissions,characteristics, carbon emissions intensity characteristics, per capita carbon emissions characteristics and industry characteristics, and find out thepossible causes;.And then the Kaya identities LMDI decomposition methodcombining study the drivers of Xinjiang carbon emissions, and determined theenergy intensity factor, the energy structure factors, economic developmentand the population of Xinjiang factors carbon emissions the influence degreeof the change, and on this basis, using the SWOT analysis method, a lowcarbon economy development of Xinjiang to the influence factors of theanalysis.The results of the study show that:1990-2009, total energy consumptioncontinues to increase,"coal-based" energy consumption structure and lowenergy efficiency is Xinjiang carbon emissions growing causes; But in Xinjiangcarbon emissions of change in the driving factors, economic development andpopulation of Xinjiang factors of the negative effects on carbon emissionschanges, the energy structure and energy intensity factors on carbonemissions changes show positive effect. In addition, Xinjiang low carboneconomy development challenge and opportunity, economic developmentlevel is low, the industrial structure is unreasonable, and scientific researchbehind and unreasonable energy consumption structure, fast populationgrowth factors such as restricts the development of Xinjiang low carboneconomy, and Xinjiang superior resources endowment conditions and policysystem is the gradual improvement of Xinjiang a low carbon economydevelopment advantage.This paper also put forward in the research results for Xinjiang a lowcarbon economy development mode and the corresponding countermeasuresto optimize energy structure, enhancing the efficiency of energy utilization anddevelopment of new energy will be very effective measures, and optimize theindustrial structure, increase the carbon and perfect relevant regulations areXinjiang must make efforts.
