Small and medium-sized enterprises (SMEs) have already become the importantcomponent of national economy, to promote the SMEs development is the important strategyfor promoting the national economy structure adjustment strategy. Since the reform andopening up, China has obtained overall economic growth. However, in less developed regionsof China, due to adverse natural conditions, not obvious geographical advantage, inadequateinfrastructure, relatively weak industrial foundation, low commercialize degree, sloweconomic progress, the low average educational level, and backward idea, etc, SMEs aregenerally small in scale, low labor productivity, leading to increasing gap between the westernand eastern development. The Chinese government has also launched the westerndevelopment strategy, which positively promote western economic development.Underdeveloped western regions faced great opportunities, but also faced hitherto unknownchallenge. Karamay located at the Xinjiang Uygur Autonomous Region in China, where theSMEs are small size, their amount is little, have single industrial structure and weak industrialbase, and high dependence on resources. During " Twelfth Five-Year Plan" period, the localgovernment made great efforts to the development of emerging industries, enhance localeconomy vigor target.This paper is based on a large number of literature analysis and field survey, andcombined with Karamay City SMEs development situation. First we define the concept ofcore competitiveness and SMEs. Then we use system statistics to deeply analyze the presentsituation and the existing problems of SMEs in Karamay. Moreover, we find out the influenceof core competitiveness of SMEs in Karamay, including internal and external. The internalfactors are enterprise culture, human resources, enterprise innovation, the modern enterprisesystem and management system, formulate scientific and business strategy as well as thequality of the product, market, innovation, technology, cost; external factors mainly influenceSMEs in industrial environment, industrial structure and the investment and financingenvironment. Finally we provide countermeasures to enhance core competitiveness of SMEs in less developed western regions: strategic management is the premise; talent is theguarantee; technology innovation is the key; brand strategy is to rely on; differentiatedcompetition is the handle; and the enterprise culture is the soul of the external environment isthe soil.This article makes some innovation of the research content. Based on corecompetitiveness of SMEs, we analyze present situation and the existence question of SMEs inKaramay, in order to identify the basis for sustainable development of SMEs.This paper carried out a study of core competitiveness of the SMEs in Karamay, leadingand guiding significance for the enhancement of core competitiveness of the SMEs. Itcontributes to the nurturing of SMEs in the region, the narrow east and west gap, as well asmaintaining social stability. Furthermore, it is conducive for SMEs to identify gaps, andstrengthen self-construction, improve the management level, and maintain a competitiveadvantage, it is also provide a reference for the region's industrial upgrading and restructuring.
