Small and medium-sized enterprises has become a main force of economic development in China, Also it will be the main form of future industrial, especially,it in "the pearl river delta region". If there were not the tens of thousands of small and medium-sized enterprises, it was impossible to create a "pearl" of the "economic miracle". However, The results showed that by all aspects of the survey, compared to large and medium-sized enterprises in many ways, and small and medium-sized enterprises exist a variety of disadvantages still, one of the most prominent is the human resources issues. Core brain drain problem has been plagued by many small and medium-sized enterprise development. In order to make the small and medium-sized enterprise of "pearl river delta" can develop sustainably, to solve the core brain drain problem is urgent.By the investigation and analysis of core brain drain problem of small and medium-sized enterprise, the following several aspects have been to carry out the research and results:1. As a foundation for the research question, the definition of small and medium-sized enterprises is must cleared first. As early as 20 years ago, about the small and medium-sized enterprises (SMES) has been define by the relevant departments and research workers they according to annual output value. But, due to the over time, these definitions cannot be summarized the current situation of small and medium-sized enterprises. This paper studies suggest:With the arrival of the third industrial revolution and the industrial production of the change of the concept and architecture, industrial diversification, network will enable small and medium-sized enterprises will become the mainstream of the enterprise, Study of the issue of small and medium-sized enterprises is great significance still; After the reform of economic system, Local state-owned enterprises has been restructured. Become a part of the private enterprises, China's small and medium-sized enterprise is the mainstream of the public ownership enterprise.2. How to define the core talented person is the precondition of using core talented person, according to the actual situation of the small and medium-sized enterprises, breakthrough the traditional way of talent definition, the core talents of small and medium-sized enterprise was redefined in this paper. The research says: Core technology professional talents possess independent innovation ability, and they engaged in technical work; In the positions of the core is not a core talented person necessarily, and core talents can be found on the core post only; The concept of core talents is a relative term, t has a certain stage, regional and corporate property. In different historical period, it will have different understanding, In different areas or enterprises, but also will have different requirements for core talents, With core ability talents can only play a role on to adapt to jobs, the emergence of core talents is the result of the people and the environment achieve good combination; Small and medium-sized enterprise core talented person should be the creator of the enterprise core competitive ability, or persons with innovation ability.3. Small and medium-sized enterprises with obvious local cultural features, which is a very complicated problem, it directly affects the small and medium-sized enterprise mechanism of choose and employ persons, To solve the problem of small and medium-sized enterprise the core of the brain drain, it must be combined with regional culture characteristics of small and medium-sized enterprises to guide and take corresponding measures. This paper reveals the research object in the core talent introduction, use and core brain drain problem, on the basis of the results of the survey, on the basis of the results of the survey, the cause, the process and the influence to the enterprise of Huadu District core brain drain were analyzed systematically, the law of its expression comes out was explained, the reasons of the loss of core talents was summarized. through the research of core talents in Huadu District in this paper, it was proposed the countermeasures to prevent the core brain drain problem of Huadu District. The research says:The burden of core brain drain in small and medium-sized enterprise is on enterprises, the comprehensive quality of the enterprise must be improved, and to improve the quality of the business owners in particular, That's the key to retaining the core talents. Countermeasures of prevent the core brain drain were discussed systemly, and the government as the main content were put forward.5. The problems of the research object had revealed about core talent introduction, use and brain drain in the paper. The core brain drain causes, process and it's influence to the enterprise were analyzed systematically on the basis of the results of the survey. It's regularity have revealed and the reasons of loss of core talents have summarized.6. In this paper, it puts forward the countermeasures to prevent the core brain drain in Huadu District based on the research of the core talent issues. It's so that the core brain drain of small and medium-sized enterprises is the responsibility of the enterprise, to improve the comprehensive quality of enterprises, especially to improve the quality of the business owners, that is the key to retaining the core talents. The countermeasures to prevent the core brain drain of small and medium-sized enterprises was discussed by the numbers and the government as the main content are put forward.7. This paper think:Small and medium-sized enterprises, especially small businesses, as a result of the business scope and scale of operation is narrow and small, investment ability and the lack of ability to pay, they must form the core talented person's waste. It creates a small and medium-sized enterprises can not develop without core talents, with core talent does not play a role. With the application of the " Internet+" technology, a platform interaction of the core talents must been build, a talent sharing mechanism must been create at the core of competitive environment.
