Strategic management is one of the hot issues on modern enterprise management, success and failure of which directly influence corporate development. During the past ten years, China's telecom industry has achieved leapfrog development and it has formed a more effective allocation of resources and competition pattern after a series of reform and reorganization. Facing the new situation and background, how to carry on the strategic management with telecommunications that has become the problem the relevant managers and scholars pay close attention to. Most researches on China's telecom strategic management just are about customers, finance, and marketing management unilaterally or the case study of specific telecom operator and little multilevel research on the entire telecom industry. Therefore, based on the telecom industry after integration, this paper aims to do research on the strategic management of China's telecom with the Balanced Score Card (BSC) and Analytic Hierarchy Process (AHP) from different perspectives and various means.This paper firstly gets the defects of traditional strategic management through analyzing the telecom industry's strategic management, performance evaluation and application status of BSC. Then, by using the strategic environment analysis (SWOT) and financial performance evaluation on the three main integrated operators lay the foundation for the scheme research on strategic management in post amble. Finally, we get the third level index of BSC model through expert interview, and get all weights to construct the telecom strategic management map by using the questionnaire survey and analyzing the questionnaire with yaahp.Telecommunications strategy management map is based on BSC model, from the bottom learning and growth to internal business process to the customer finally to the financial to form strategic map. According to index's weight and from high to low, it is divided into:main process, secondary process and key process. The main purpose of this paper is to provide suggestion on strategic management for the relevant telecommunications managers and some theory reference value for other enterprise.
