| The development of strategic emerging industries have been a major strategicchoice in China recently. Developing strategic emerging industry has been the economymajor step after the ten big industry revitalization plans. The Ministry of Science andTechnology proposed the industrialization strategy that related to the technologicalachievements of emerging business, which can promote the gathering, radiation andleading role of the high-tech zones in leading the development of emerging enterprise.The nation, government and investors have been focused on strategic emergingenterprises. How to evaluate strategic emerging enterprise objectively and correctly,meanwhile, will also be a hot topic in academic and corporate. However, strategicnew industry is different from the traditional industry. Global, long-term, guidance anddynamic characteristics belong to it, which needs to follow specific law of development.Influenced by the international financial crisis, developed launched more intensecompetition around strategic emerging industry and put forward more challenges. In thiscase, we should design a set of performance evaluation system other than traditionalenterprise with the development of our own, so as to be in line with the characteristicsof the strategic new enterprise and adapt to the requirements of the performanceevaluation better. Therefore, we can estimate strategic emerging enterprisecomprehensively and objectively.This paper includes three parts. The first part analyzed the related theory ofenterprise performance evaluation, which build the theory foundation. At the same time,the paper provided the necessary analysis premise for the follow study. The secondpart is the focus of the article. Based related theory basis, the paper designed a set ofperformance evaluation index,which was appropriate for the strategic emergingenterprise and had operability.This part also analysed characteristics of China strategicemerging enterprises, influencing factor and the principle. The implementation of theindex system was showed clearly finally.The third part made empirical analysis aboutstrategic emerging enterprise performance evaluation system of China. Based theperformance evaluation index, this part made factor analysis with66listed strategicemerging enterprises as research samples. This article gives that social responsibilityand innovation played very important role in strategic emerging in enterprise throughanalyzing the performance evaluation system.
