Agricultural development from thepast by the condition of resources and funding strength of these traditional factors constraints,steering by many factors constraints commonly, such as the domestic and international marketenvironment, the level of science and technology, natural ecological environment, local resourcesconditions and input elements. The development of agriculture patterns turn into the new stage, inwhich labor-intensive and technology intensive are both important,and the competition betweenregions has become particularly intense. Agriculture as a basic industry, in the development ofnational economy is of a great significance, therefore improve agricultural competitiveness becomea national important strategic goals.At the same time Shanxi Province ushered in an important period of transformation spanningdevelopment, Shanxi provincial government to increase farmers' income for the purpose, theagricultural industrialization is the core, and implemented a series of important measures to promoteagricultural modernization, the modern agriculture industry system is formed, it has the Shanxiunique advantages and the core competitiveness. Shanxi has its own advantages, but there are someoutstanding issues in the process of agricultural modernization development, and hindered theimprovement of agricultural competitiveness. In this situation, especially in the background of thefinancial crisis, it has a great significance of systematic analyze and evaluate the agriculturalcompetitiveness in our provinces,especially in Shanxi, which will help to find the problem ofinfluence of Shanxi agricultural competitiveness accurately in the further step,then put forwardpractical and effective countermeasures to improve the agricultural competitiveness in ShanxiProvince, so as to promote the sustained,health and rapid development in Shanxi agriculture.In this paper, it provides a theoretical framework in district agricultural competitivenessresearch, classifies the implication of agricultural competitiveness, put its components into theagricultural productivity, agricultural market competitiveness, agricultural sustainable developmentcapability, agricultural capital competitiveness,agricultural risk resisting ability five aspects, andanalyzes the main factors that affecting the agriculture competitiveness bases on the existing theoretical research about competitiveness. After that, using some methods such as HierarchicalCluster Analysis, Factor Analysis, do a comprehensive evaluation of Chinese provinces agriculturalcompetitiveness, reach the conclusion of agricultural competitiveness in Shanxi Province in theranking of all provinces and cities, through the horizontal comparison of each factor whichconstitute of agricultural competitiveness evaluation system, realize the main reason which affectthe improvement of agricultural competitiveness in Shanxi Province are agriculture infrastructureweakness, agricultural modernization level lowness, agricultural product marketization degreenon-highness. Finally, in view of this situation, combining the current situation of the developmentof agriculture in Shanxi, suggests some countermeasures in order to enhance the overall competitiveadvantage of Shanxi agricultural during the Twelfth Five-Year Plan period, which including adjustthe agricultural industry structure, change the way of agricultural development, strengtheningagricultural infrastructure construction, improve the level of agricultural modernization, improvingagricultural open degree, promote agricultural products market process, increasing agriculturalinvestment in science and technology, enhance the agricultural production level, establish andperfect the agricultural protection system, improve the ability to resist the risk of agriculture.
